Allow to select email recipients instead of either team member or commit author

We have guest user who will add issues and comments to our project, but they are not developers and therefore don't want to receive development discussion. On the other hand, guest user should be in the loop of issues related discussion like bugs or feature requests. So a selection on notify email recipients would be more desirable.
