Issues improvement

Created by: iamntz

Hi.

I have an idea and I have no idea how to apply it, since my RoR skill sucks bad time.

So, the workflow for issues, right now, is: anyone can open an issue, and anyone can close issues.

IMO, this is a flawed behavior, since an issue should be closed only by the one that opened it (and it's superiors).

So, what's my great idea? On the issue detail page, a button to change the issue status from open to waiting for review and also adding another button here:

So, any ideas? It's doable? It's useful? Or i'm just crazy? 😁
