2.9 minor: closing an issue via issues list does not generate 'issue closed' activity event

I just noticed that this sequence does not generate a 'closed issue' activity event (ie not reported on the activity page):

  • create an issue
  • go to the issues list
  • select the issue's checkbox. the 'update selected issues' line appears at the top of the listing
  • in the menu bar, change 'Status' dropdown to Closed.
  • click Save.

I you view the issue, you can see it is now closed. However, no 'closed issue' activity is reported in the activity page.
