As a user, subscribe for notifications to changes in specific files, so that I can be prompted to review changes made by others

Describe your idea (intent, use cases, benefits, caveats, mock ups, etc.) The motivation for this feature: Our team manages release notes and other documentation as markdown files in the repositories. We would like the system to automatically notify the technical writers by email when other team members make changes to these file so that the tech writers can review the changes.
