Special chars in repo folders break folder browser

Created by: frysee

Stumbled upon this in one of my repos that hosts a bunch of different snippets. At least the hash sign(#) isnt encoded correctly when contained in a folder name, resulting in an empty page when browsing to the folder in the file browser.

Folder name in repo: /mynamespace/repo/whatever/C# URL when accessed in the file browser: http://gitlaburl/mynamespace/repo/tree/master/C Should be: http://gitlaburl/mynamespace/repo/tree/master/C%23
