Empty Information

Summary: This problem can be found under merge request and issues. Whenever you create merge request and issue with empty title and message. Gitlab accepts it, which isn't suppose because those 2 are the only required part of posting.

Reproduce: 1.1. Create an issue 1.2. Don't add anything on it 1.3 Post it 2.1. Create a merge request 2.2. Don't add anything except the branches part 2.3. Post it

Results: Gitlab accept the post which doesn't contain any message or title.

Expected Result: Title and Message should be required not to be empty.
