Feature request: allow to create a file (e.g. README.md) in the repository from gitlab Files view

When creating a new project for a group, the first step is usually to create a README.md file to provide some guidelines for the group.

It is currently not possible to create a new file in a project in directly gitlab.

It would be nice to allow the owner of a project to create directly the README.md file for his new project from the web interface: that way, he could provide directly some information about the project to the other members without having to switch to another tool.

The more general case would be to allow the creation of arbitrary text files in the project from the Files view.
