[IE issue] file name is cracked when download from gitlab (korean only)

When download some file which named in Korean, file name is cracked in IE.
This problem is because of filename option from send_data of RawController.
When I remove 20 line on RawController it works well.(filename: @blob.name)
I test it gitlab 7-14-stable.
*Is there any problem when I remove filename? *
I test IE10, chrome, firefox but I cannot find any trouble.
But I guess there is some reason that the filename option is added.
I am worried about deleting the code so I want to ask you guys.
Any idea?
