Works when default/gitlab is modified

I moved 4 lignes variables affectation after the instruction 'test -f /etc/default/gitlab && . /etc/default/gitlab' because when this test works, values modified in $app_root or/and $app_user will not affect following variables dependent on these 2 variables.
